from suspects during raids. joe vazquez on these latest allegations. >> they took expensive jewelry, sports memorabilia, cash, at least $50,000 in cash. >> reporter: police officers accused of stealing from people they were busting. it's all part of a federal civil lawsuit filed in late march that names norman wielsch, the disgraced commander of cnet, the contra costa narcotics task forcers as well as other officers of the antioch police department. in surveillance video of one of the busts, an officer is seen climbing a ladder and turning a surveillance camera away from the police activity. because of another bust, attorney tim pourry has added another name to the lawsuit, another member of cnet, officer lewis lombardi of the san ramon police department. >> she went down it the san ramon police department and in fact positively identified the watch. >> reporter: she is jennifer lin curtis who was forced face down at gunpoint during a raid on her brentwood home about 2.5

years ago. she claims a swiss ice watch worth $22,500 was stolen from her during the raid a watch she shared with her boyfriend. a man at the house was later convicted for dealing drugs. since the bust, curtis has called reputedly to try and get her watch -- repeatedly to try and get her watch back. police said they doesn't know what she was talking about. after lombardi was arrested, his employer called jennifer curtis in to look at evidence. >> they said is this the watch that you bought? she said yes. this is an expensive unique ice watch. >> reporter: why was it in the 30 possession of the police department? they wouldn't say. >> my suspicions it's either wielsch or lombardi. >> reporter: they can't comment because it's part of a federal investigation. the antioch police department is fighting the lawsuit saying except for one occasion in 2007, it's not worked with cnet

on any of these occasions. as for the surveillance camera being turned away, antioch's attorney tells cbs 5 that was done as a safety issue to protect the identities of the undercover officers. the federal judge has ordered both sides back in court next month. >> joe vazquez reporting tonight. well, ten people are in the hospital after a seven-vehicle wreck in san francisco. now, this happened just before 4:00 this afternoon at 6th and harrison streets. we're told none of the injuries considered life-threatening. but the mess certainly cause the quite a bit of congestion there. traffic moving smoothly after a bad crash on the san mateo bridge just before 2 p.m. this afternoon in the westbound lanes near the foster city side. traffic came to a near standstill while rescue crews worked on one person, took him to the hospital. all lanes re-opened about 20 minutes after that. no word on that person's condition. and you're looking at what

may be our first bit of holiday misadd have beenture for the weekend. -- miss add have misadventure on the weekend. two guys decided to jump into the bay. you can guess why they did it. regardless, shortly after jumping in they needed help getting out. that help came compliments of the san francisco fire department. both gentlemen came out of the water without shirts and one came with no pants and we're going to leave it at that. first police, now the fire department is taking a hit in san jose just as fire season heats up. starting today there will be fewer trucks to respond to emergencies. mark sayre with what that means for you the next time you call 911. >> reporter: these brownouts went into effect today, the first day of the city's new fiscal year and for now there is no end in sight.

>> step, coming up, closer, drop it. >> reporter: leanne lives a third of a mile away from san jose fire station number 9, which is part of the city's brownout plan. >> i guess i better not have a disaster. >> reporter: yesterday had she called 911 to report a fire, both the fire engine with four people on board and a fire truck with five people would have responded to her home from station 9. today, that same call to 911 and the closest station would send only a truck with four people. this fire engine, engine 9, would not respond at all due to brownout. >> less than half, that's not good if you are in the mulled of a disastrous situation. >> reporter: in an effort to close san jose's budget gap, engine 9 and another engine near montague expressway and zanker road will be out of service on days when the staff of those engines is needed elsewhere. >> part of the reason for the brownout is because we take the staffing off those engines and we put them in other fire stations to take care of

vacation or sick leave. >> reporter: if there is a fire in the areas where the engines are on brownout status, crews from neighboring stations would be sent. >> it will put us behind a little. if that fire station doesn't have somebody in there. >> reporter: the leader of san jose's firefighter union says crew safety is also a top priority as first-in union juggle basic tasks. >> the challenge for our personnel now with reduced staffing level been prioritizing. it will create a larger fire situation and hazardous situation. so there is a safety factor that we're concerned about. >> reporter: san jose officials say it will be limited it these two stations and engines. they won't be brown out every day depending on staffing levels. there will be no brownout on days that they consider high fire danger days such as the

4th of july holiday weekend. >> in san jose, mark sayre, thank you. call it a confusing commute for many who ride the ferry to san francisco. when they went to bed service was cancelled because of a strike. linda yee shows us it was a different story when they got up in morning. linda? >> reporter: it was labor problems, allen and really caught in the middle, commuters and tourists. we heard last night that the ticket agent for the golden gate ferry system were going to walk off the job because they weren't happy with the way contract negotiations were going on. this morning they suddenly showed up for work and that's just part of the problem the bridge district faced today. commuters crowded onto the ferries at larkspur landing. the strike that was supposed to be didn't happen. and the golden gate district ferry didn't go on strike.

the union for ticket takers say severance talks for the 14 agents who will lose their jobs july 8 to automation haven't been going well. so they announced a one-day strike for today. >> i think we chose to say there would be so everyone would understand we would do it if necessary. >> reporter: sometime overnight the union backed off. they say the district should have known. >> actually they shouldn't have been caught off guard because the company asked us at about 10:00 if we were going on strike and our response was we didn't know. >> reporter: the district put ferry staff on standby to see what would happen. >> we just want to say how unfortunate it is for our customers that the inland boatmans union felt it was right way to go and call a strike and then call the strike off. >> shame on the bridge district! shame on the bridge! wasted taxpayer money! >> reporter: it's been a rough day for the bridge district.

by morning, a local painters union briefly picketed at the golden gate bridge toll plaza. one of them tried to explain why. >> the painters working out there now decided they didn't want to pay dues the union voted on for us to pay. and so they decided we don't want it pay dues. >> reporter: but then was promptly shut down. the bridge district did say that 35 of the bridge painters voted last month to decertify the union. the trouble doesn't end here. and the threat of a strike also doesn't end, allen. the ticket takers union said, well, they may still strike between now and next week but we'll see how contract talks go. >> until then, keep us posted. thank you. it's summer and it's bound to happen. west nile virus has been detected in a dead crow in walnut creek. it's the first incident of the virus in contra costa county it

year. juliette goodrich on how this spring's unusual weather is making for fierce mosquito breeding this year. >> reporter: we hear about this every year these cases of west nile virus so that's nothing different. what's unusual though this year is that we have had rain a couple of weeks ago. couple that with this hot weather and vector control says that is a dangerous breeding ground for mosquitos. mosquitos carrying west nile virus are out there. the latest indicator a dead crow found in walnut creek by bancroft and treat boulevard with west nile virus. mosquitos bite the infected birds and then become carriers. deborah bass is with contra costa mosquito and vector control. >> west nile virus is a very serious disease. it can affect anybody at any age and mosquito control matters. we need people to help us out. >> reporter: vector control just released a new campaign

called mosquito control matters. this new video is now posted on their web page. >> it lets people know why mosquito control matters and letting them see the mosquitos themselves, what they need to be looking for in the water in their own backyards. >> reporter: people are urged to dump or drain standing water. use repellents containing deet especially over the holiday weekend. avoid being outdoors around mosquitos usually at dawn and dusk and report neglected swimming pools. one neglected pool can produce more than a million mosquitos,affecting people five miles away. >> this year has been a little strange for us. we have had a lot of rain as everyone knows. that coupled with this very hot weather allows the mosquitos to go through their life cycle quicker. we have more mosquitos and the heat allows the virus to amplify more in the mosquitos. >> reporter: it was a walnut creek resident who found this crow and reported it and then that's when the west nile was

voluntarily turn them in. christin ayers says neighbors say it will burn out quickly. >> reporter: five stations in oakland will be collecting those illegal fireworks and they will be putting them in these big 55-gallon drums that you see here collecting them all from neighbors who drop them off but those same neighbors worry this may not take the spark out of illegal fireworks. long before the legal fireworks ever go up over the san francisco bay, they are already being set off on dry land. >> we hear lots of roman candles and the various fireworks, most of the evening, and into the night. >> reporter: it's become a stealth tradition. natasha smith told us where illegal fireworks are hidden in santa cruz. >> they bury their fireworks at the beach. then they come back and explode them at night. >> reporter: in oakland -- in

oakland it's a yearly battle. >> it starts tonight. >> reporter: this year firefighters are trying something new not so different from an amnesty program. bring your illegal fireworks to the station. >> just ring the doorbell, the firefighters will take possession of them and place them in a 55-gallon drum. >> reporter: they questions asked. >> i'm not sure that it would be a program that works. people just want to have fun on the 4th of july. >> if you know you can get away with it, i don't see why you would turn them in. >> reporter: how likely is it that people are going to bring in these very expensive illegal fireworks? >> we're hoping that people will make the right decision and bring them to firehouse. >> reporter: the facts is, firefighters will be re-- the fact, firefighters will be relying more heavily on people making the right decisions this year. budget cuts mean fewer firefighters are available to patrol the city this weekend leaving neighbors with just one low expectation. >> to be loud as always. >> hopefully, no one will be injured. no property will be damaged. no properties will be destroyed. no one will be killed. >> reporter: and firefighters

>> reporter: absolutely right. i'm here at the emergency barbecue in san carlos with the 911 about what you need to know about cooking meat thoroughly. okay. new guidelines are going to help us make things simpler more foolproof and in the case of pork more tasty. can you smell it? in san carlos folks are gearing up for a great fourth and that means dusting off the grill. >> we barbecue quite a bit. >> a little steak and some hamburgers. >> reporter: jeremy is owner and pit boss of emergency barbecue. when it comes to cooking meat, his big beef is with pork. he used to have to cook it to 160 degrees turning a lean cut into a dried out disaster. >> it tastes like leather, like

a dry protein kind of flavor. >> reporter: now pork has joined the ranks of beef, veal and lamb. the recommended safe cooking temperature for all whole cuts of meat is now 145 degrees. >> 90 degrees. so we have a ways to go. >> reporter: always use a meat thermometer. before you slice into it let it rest for three minutes. the two other temperatures you need to know, 160 degrees for all brown meat. and 165 for poultry including ground turkey and chicken. >> that's 100 degrees now. >> reporter: he always uses a meat thermometer. >> especially in commercial cooking. you must be on the safe side. >> reporter: not everyone does. >> i take a knife a steak knife and i cut it in, guess what, if it's, you know, use my eyesight, that's all i do. we just look at it cook it, cut it a little bit and if it looks good, we pull it off the grill. >> reporter: but did you know that one out of four hamburgers looks like it's done on the

gilroy -- 94 degrees in livermore and in gilroy. slow to cool at the seashore. 83 in san jose. 88 in santa rosa. we'll see areas of patchy fog low clouds along the immediate seashore. so tomorrow we'll rise and shine to coastal clouds, very patchy and thin and then it will pan out to be a summer time day with warm temperatures in our inland areas to hot conditions. area of low pressure well to the north of the bay area right here we have a huge dome of high pressure. that's going to divert the jet stream. we'll have to see next week we could see some clouds into the picture from the south from the remnants of what was once hurricane arlene. until then, we will see high pressure continue to dominate our weather pattern for a prolonged heat wave. it will be hot through next week. your getaway forecast, triple digits in redding, 99 in fresno, 81 on the south shore where we have summertime skiing

people may have lied about checking underground electrical a bombshell revelation about pg&e inspections. the company says as many as 14 people may have lied about checking underground electrical facilities that they were supposed to inspect. the "mercury news" reports an internal pg&e investigation shows the areas in question are in san francisco, santa clara county and the east bay. a company spokesman says it's likely that nearly two dozen enclosures were skipped, another 50 suspected. pg&e plans to recheck 13,000 underground spots in the san jose area. >> reporter: has anyone started rebuilding near the intron pipeline explosion? ken bastida -- has anyone started rebuilding near the san bruno pipely explosion? ken bastida with tonight's "good question." >> see you in construction it's almost like a new beginning.

>> reporter: the contractor has started rebuilding the first home of the 38 completely destroyed last september when a gas pipeline explosion ripped this neighborhood apart. >> i just think is just shows that, you know, one day you're living your life and the next day, you know, the catastrophe happens. >> reporter: the killed eight people and three homeowners have already sold their properties to pg&e and won't rebuild. but most say they will stay despite losing all their possessions, the disaster did not kill their spirit. >> just really see that community building it back up. it's just not just this group. i think it's the whole area. >> reporter: everywhere you look, contractors are repairing roofs, pouring foundations. the city confirms three families have permits to begin rebuilding immediately. when this home is finished in a year it will be stronger and

we'll have more talk of a secession. yes, secession, in just a moment. first let's talk money. we are joined by doug sovern. the blue pencil that the governor has a line item veto. >> we have a balanced budget but the governor has vetoed $234 million in high-speed rail bond money that was supposed to go to local mass transit projects. bart, muni and caltrain all losing out on money they thought they were going to get from the high-speed rail fund. bart take the biggest hit, $35 million that it needs to buy new railcars. the bart fleet is the oldest in the country. some have been on the rails almost 40 years since before jerry brown was governor the first time. and bart says without the money from the state it won't be able to upgrade the trains. as far as muni, the governor is going to take away $27 million to help build the new central subway that links the south of market area with chinatown. that's a $1.5 billion project so losing $27 million probably won't hurt muni nearly as much.

caltrain is going to lose $4 million that it was planning to spend converting some diesel powered trains to electric. both bart and muni say they won't give up the money without a fight. they are going to try to convince the governor to restore the funding. >> i read something that bart spokesman had said like wait a minute, the governor used to ride these trains. has he lumped us in with the wrong group? >> they hope they have a sympathetic ear. the governor says he doesn't see the connection between high- speed rail money and local transit. they say once the bullet trains are built they will get off bart and muni. so there is a connection. we want some of this money to upgrade our systems for those passengers. >> so these agencies aren't giving up the fight but is there really a fight to be had? >> for now the governor veto that money. it's not coming. they are going to have to go to sacramento and tell the governor to find another pot of money and we need it to upgrade

our systems. they need them. clean new cars would be nice. >> thank you, doug sovern. well, there are some folks who are really unhappy with the state of things. really unhappy. imagine california as two separate states. north and south california. many have often wished it could be that way. but tonight there is actually a push to make that happen. as greg mills explains, it all boils down to taxes. >> reporter: the u.s. has north and south dakota. and north and south carolina. if jeff stone gets his way, the 51st state will have a geographical designation, as well. >> call it south california. >> reporter: stone is republican supervisor serving riverside county. he wants his county and 12 others in central and southern california to secede and form their own state. but look at the map.

something's missing. >> l.a. county was purposely excluded from the new county. >> reporter: why is that? >> because they embrace a lot of the liberal policies that we see up in sacramento. >> reporter: this movement was inspired by sb89 the new state budget which stone feels was directed by lobbyists and special interest groups not dealing with the best interests of those in these counties. >> it could cause four of our cities to become insolvent. >> absolutely. this will kill us. >> reporter: she is mayor of wildomar one of the four newly incorporated cities in riverside county counting on millions of dollars in dmv license fees that this week's state budget abruptly eliminated. >> this is 22% of our entire budget. our budget is only $8 million. >> reporter: that check was to arrive at the end of august. that won't happen. and stone admits, the creation of a 51st state, south california, probably won't happen either. but what he really wants is these counties to meet by the end of july and send a strong message of solidarity to

sacramento demanding change. greg mills, cbs 5. neft giants amazon and overstock are thumb their noses at california's new sales tax law. on the consumerwatch, julie watts tested the tax waters and kind of surprised to find out who is not complying here. >> reporter: interesting controversy brewing here. beginning today, amazon and overstock and nearly 2,000 other online retail he recalls are required to begin collecting state sales tax from all customers who shop in california. but it turns out some are refusing. we made a purchase today from amazon we noticed it didn't charge us the california tax even though it is required to by the new e fairness law. overstock.com didn't charge us either and both companies say they won't. amazon says the law is counter

productive. overstock says it's unconstitutional. california expects then to make payments in october following the end of the quarter. >> if we don't get a return and a payment, we send addling withincy notice after 30 days. -- a delinquency notice after 30 days. and then we go into collection modes. we can lien property, place levies on bank accounts. we have several tools after the our disposal and we will treat these out of state retailers who are now required to collect use tax no differently than we treat any other business. >> reporter: until now, consumers have been responsible for the use tax and were expected to report any online purchases on their tax returns. obviously few people did that. so now the efairness law puts the burden on the retailer. both companies say listen we are cutting ties with advertisers and companies in california. so we no longer have a nexus there. this didn't apply to us? but there is an interesting clause that discusses -- talks about products designed and developed in california? which may actually be the nexus that the state board is talking about. as you know, overstock has a

stadium named after it here. >> i was just telling you the other day, yesterday the day before, i ordered something from overstock, no sales tax, they are not going to come back to me later and say, oh, by the way, now you owe the tax? i might have to report it on my income tax. >> reporter: i highly doubt they are going to come back to you and make you report that later but i asked them if you do have it charge sales tax to californians will you still do business in the state? they said california is a big chunk of our business so we are probably not going to stop doing business there but if you didn't make that purchase before today then why your responsible to report that. >> i'll make a note of that. >> we have it on tape, allen. >> somebody just made a note of it. >> exactly. >> thank you. some good consumer news. just in time for the holiday weekend, the numbers drivers have been waiting for. on this 4th of july, a unique program that's helping men veterans wounded in the service of their country. sharks waste a little time

drown this weekend. the san one county is taking precautions to make sure no more people drown this weekend. the san joaquin county sheriff's department has closed river access at stillman mcgee park in clement. officials say the river is running faster and colder because of melting snow. they have deputies at the entrances to keep people out. the last time they had to close the river was 2006. getting to the river to cool off this holiday weekend is going to be easier on your wallet. gas prices are continuing to slide. aaa says average prices for regular fell slightly overnight across the bay area. it's now 3.78 in oakland, 7.88 in san francisco, and 3 -- 3-88 in san francisco and 3-point of the in san jose. prices are down 20 cents over the past month. >> three gallons i'm getting five gallons instead. >> definitely a big relief for

those who own big trucks like mine. everything else is getting more expensive. >> the prices are still way up from last year. and that is expected to keep many people off roads this weekend. it's being called a skilled and dangerous identity thief but not a terrorist. the nigerian arrested for sneaking on board without a pass was denied parole. he boarded a plane with an expired boarding pass in someone else's name. the judge says he is a flight risk and danger to the community. >> he had the ability to get on an airplane under name of somebody embassy. this raises concerns. it's something we don't want to see. >> when his bags were searched 12 different boarding passes were found none of which were history. he was previously arrested for

refusing to pay a train fare. this 4th of july weekend many will take time to remember the men and women of our military. including those hurt in the line of duty. sandra hughes shows us a unique program that's changing the lives of veterans with disfiguring wounds. >> reporter: octavio sanchez considers himself lucky to be alive. six years ago in iraq his squad rolled over a roadside bomb. i launched out of the vehicle 40 feet. three made it out alive. i was engulfed from head to toe. >> reporter: the father of four suffered third-degree burns over 70% of his face and body. >> i just, you know, said please just do what you can to save his life. >> reporter: some of his fingers were amputated. he went home healed but badly scarred. sanchez thought there was nothing more he could do until he heard about operation mend.
